Devlin Opera

Hi,i've a question. Is the Devlin Opera playable or not ? Because i started the sl and can't find the Guy where i have talk to at the beginnung,harbour master or who he is called.I searched the whole town but did not find him.

He is in the house next to the town gate, when you are in port.

That part at least should be playable; if you're in port, walking from the jetty towards the town gates, the harbour master is in the house to the right of the town gates.
