Need Help Dutch governor quest documents: attacked at Port of Spain

Hi guys! I need some help with this mission. I don´t know if I´m doing something wrong but every time I sail to Port of Spain to bring the documents I get shot by english ships, soldiers and fort. Even if I use the english flag and moor on the other beaches. I´m playing on the dutch side. I´m a noob and I´m using the Combined Mod 3.2.0. Can anyone help me, I´ve got a few days before I fail the quest. thanks

I got to start all over again, but I think I've figured out. I checked the "trading permits" so I can moor at colonies that are rivals by default. (Obviously using the respective flag). And this got me thinking ¿Could I be accepted in all countries if I accomplish the quests in all of them? ¿Is it worthy to buy these permits to accomplish a mission?
