At sea, there is the "Sail-To" menu when you press [Enter].
Ashore, there is the "Fast Travel" menu when you do the same thing.

Yes, but generally you need to either have found a place manually or asked someone for directions before it becomes available for fast travel.

At sea, you need to have found the beach or port by manual sailing before it becomes available for Sail-To. Or you can buy maps of the various islands; when you have a map of an island, you can Sail-To any port or beach on that island.
