Need Help [HELP] strange a lot

hellomates.i am playing the 1.3.0 version of the game without mods yet and something strange is happening.i am lvl 22 and i can take a frigate without penalties.my fellow officer john workman who i got him from the COAS quest is lvl 35.so i decided to give him the frigate and keep the dog of war for me.and for my suprise john workman has penalties!heavy penalties when he sails on the frigate?why?

It depends on level of navigation skill rather than overall rank.

also, I think you can check the info ingame by pressing right mouse button on navigation skill
