hostile french

I paid a guy at to fix things up with the French so they wouldn't be hostile and I received a message saying they were now neutral but I still cannot enter a French city because I still get attacked

Your nation is at war with France so the Frenchmen will attack you on sight.
Try changing the flag and have a good stealth skill.
The diplomat only fixes personal relation problems. If you anger the French, they will put a bounty on your head and you get lots of "free ships" from the bounty hunters that follow you until the bounty is removed by the diplomat.
