Attack a lot of foriegn fleets and board the ships you want in your fleet. In this game, I doubt you need more than 1 battleship and 1 MOW to be successful attacking forts even if defended by class 1 and 2 warships.

Buy them or steal them. If you use a Build 14 Alpha, you need to have a Letter of Marque and a certain navy rank before you can buy navy ships.
