jack sparrow, personal flag in build 14 beta 2

hello guys, l have a question: can I set the personal flag of Jack Sparrow in build 14 beta 2?

At the moment, you can only do that in the Colonial Powers time period, but if you're in that period, you're already playing the Jack Sparrow storyline.
Once we adapt Pirate_KK's rewritten Different Flags mod, it will be a different story, but I didn't manage that yet.
