I got the quest to kill the beggars , now waht am I soposed to do ,where do I get the next hint?

No I just got the quest , it says to kill the beggars ,nothing about a chest.

I already know that, but I through it's not him because I can't find him anymore. I tried every open house, and I search him on streets from 08-22 every hour.

Beggar in the city, not in houses. Spend time, dice, go to the jungle, beggar will be in the city.
 
After I talk with the Govenar-General I have to find a representative of the Dutch India Company , where am I sopose to find him ,I have no idea?

Talk in the tavern, not only with the owner of taverns. First of all taverns in the pirate settlements.

Try between 10:00 and 16:00. There are no where to be found before 9:00.
