Letter of marque

I know I can buy it from the pirate diplomat but it aint exactly a cheap bargain...
The other thing he sells - trading license - appears the have some purpose; walking and trading in enemey territory certainly has some benefits... but what does a letter of marque do for me and why do I want one?

The letter of marque makes it legal for you to attack, capture and or sink the ships of enemy states. If you do not have it, you lose reputation for attacking 'enemy' ships that don't attack you first.

It also allows you to take up a quest line with the governor-general of the respective nation.
