Need Help Managing your own cities.

I've completed Spanish questline and captured Fort de France for myself. I want to assign a governor and take care of town, but how can I do this. And the city became uninhabited. Please help.
P.S. Can I conquer a pirate town just like that (not as a mission)?

I think u use an officer like when u have more than one boat u assign an officer to take command of it, same way and i do believe you can conquer a pirate settlement i haven't really done it yet sine i'm playing for french, English and pirate nations against dutch and spanish
