Need Help My own port is shooting on me

Hello

I'm playing GOG version with GOF 2 mod, Peter Blood campaign.
English ports are shooting on me despite my character reputation is neutral. When I approach them my flag is being changed to pirate and there is a message "English have identified you as an enemy".
What I've noticed that it started after my initial trading license expired but it would be really strange if this was the reason.

Maybe someone knows the reason for this?

Ok this is clear, the trading license is a "must have" for approaching ports even if I do not want to go on land. At first I thought this is only needed when going to land since soldiers verify this often when passing them by.
