Neutral people trying to kill me?

OK, in my first game I have started as a Dutch trader, sailing about in my stupid little lugger until I can afford something bigger. I am considered a "bastard" by the French and the Pirates, but everyone else considers me neutral. Why, then, can't I dock at anyone other than the Dutch's ports, and why do all the "neutral" countries attack me on sight? What is going on?
