That doesn't sound normal. How did you install the mod? This sometimes happens if stock game files are missing...
 
Thank you guys, fot try to help me! I think this problem was is due to incorrect installation of the mod in origin game.

I solve this problem.
1 step: Delete game with Uninstaller.exe and all game files.
2 step: Download and install new pack with game, with already installed mod New Horizons + my native language pack.
3 step: Start game. All works. Satisfaction))

Much thanks, that I can enjoy the favorite game of my childhood!
