Need Help NPC PIRATES stats

Hello,
I was wondering if anyone knows how to change the NPC captains(Devlin Blaze ex.)PIRATES stats to all 10,s and how to change the frequency of their being generated-to-encounter in the Taverns? I can,t seen to find any reference to this on the forum. I am running the standard game of Age Of Pirates 2 version 1.3.0. Any input would help, thanks.

I figured out the first part myself by trial and error. I still need help on how to increase how often they are generated to encounter when you first enter a tavern.

I wished I could help. But my familiarity with the CoAS code is severely limited.
As in: If it is the same as PotC is, I can figure it out. But in this case, I know it is very different from PotC.
So I don't know anything more than you do, I'm afraid.
