If you said no to him in the beginning of your game can you find him again later and start the begger quest?

It really doesn't matter. I actually try to avoid him until I'm ready. Basically it comes down to your choices generating two different quest paths. If you say yes you are a cold bastard and a bad guy that is going to go kill all the beggars and collect your million from the governor. If you say no, the quest still occurs but now you are trying to unravel the mystery behind why the governor wants all the beggars dead. You will find that this quest is actually a component of the main COAS questline.

Ahh ok thanks, i actually started a new game and now i cant seem to find him in port royal. i started out as british
