Population at captured islands?

Hi guys!

I loved playing pirates of the carebean , but there was one thing that disturbed me very much: When i captured an island, the whole population was gone, there was no one in the tavern, no salesman, NOBODY on the whole island.
Does anybody knows if they will change that problem in "age of pirates"?

Id say since capturing towns is a larger feature that it will be overcome. Im not sure if will be a bustling hub of activity but better than potc ill bet
