Ransom Captians?

I have about a dozen of captured Captians that i want to ransom off, but how?? i cant go near an enemy colony.. so how to i ransom my captives off?? I have talked to them and nothing.

You can either release them from your ship or you can ransom them to any Governor. Just remember that ransoming Pirate Captains will have a negative effect on your reputation!

But any other factions captains you can ransom.
