Reinitialize

I'm a bit confused. I've changed some values of weapons and ships in my program files and I want to re-initialize the game like I could in 12.1, but in build 13, I don't seem to be able to re-initialize. How do I do it?

Originally the button for this was I. However some people accidentally pressed it during the game, so we moved it to F11 in Build 13.
