Fixed Relations are changed when accepting smuggling

Reminder for my self to move the updating relations from accepting the smuggling to where the coastguard appears, and update again if you start fighting them.
Also update relations if you are caught smuggling opium

This should change the relation to the smugglers if you abandom them, and it should change the relation to the smuggling nation if you get caught....
