Ship Berthing

How does one berth a ship, I see the interface, and the place it asks you to choose a ship, but how do I move it to an empty slot?

On land (I usually go to the ShipYard),

select F2 key
select SHIP (top left of screen)
select SHIP BERTHING (bottom middle of screen)
select BERTH A SHIP HERE
select the ship you want to berth from #2, #3 or #4
(you CANNOT berth your flagship from #1)
select a BERTHING SLOT from empty slot 1 to empty slot 4
select a BETHING METHOD (Shore Leave or Laid Up)
CONFIRM the berthing
