sloop whacker

i cant find whacker he must be in the tavern becouse i need a sloop to get mine 3 buddys on the boat!
i am on bardados.
some says there is a boat coming for you when i ask people.

Any tips would be great thanks!

If its right after you help Mrs.Steed, talk to the bartender at the tavern, he will tell you the doctor is upstairs on the 2nd floor. Just go through the doors at the back of the tavern.
