I've finally completed PotC. Everything is perfect, save for the water textures, which is due my Intel graphics card. I have no intentions of downloading New Horizons yet. So is there a mod that improves the water quality? Note: I used the intel fix
 
Remove the Intel fix and use DGvoodoo, works in my case at least.

If this doesn't work then unfortunately you have to live with the lower quality sea, or use Swiftshader that eats up your performance and thus I haven't tried it.
 
Copy "dgVooDoo.conf", "dgVooDooCpl.exe" and the contents of the "MS\x86" folder to your game directory.

Run the exe, go to the DirectX tab, and untick the DGvoodoo watermark.
I also put the video memory setting to the maximum.
