Stuck at Flute Service: To La Vega and Back

Hey. I have been governor-general missions for a while and came to this one. I have took the flutes from Port Control, came to La Vega, but now, how the hell I'm supposed to get 7000 cw of food from the Store? He has only like 600. :urgh I don't have any special dialogue option with "Governor" or Store owner... hint please?
