Need Help Stuck at the Enchanted City quest in Charlestown

I've already talked to the girl in her house in my previous gameplay, but now after I started with a new char, I went to des moines straight away, got what I needed and went to Nevi's only to find the girl's house being closed all the time. Is this a bug? If so, how can I fix it?

EDIT:
Nvm, I just went to Caracas again and this time there was the werewolf back and I just had to go to des moines again.
