Spanish Questline Help!

Ahoy All!

Hope everyone is having a good day, I've just started the Spanish Quest Line and i haven't technically started it yet because i go to Cuba to Havana to speak to the General-Governed and he says i need to get a licenses? Where do i get one from?
I've tried searching in the forum and following Spanish Quest Lines but none of them mentioned anything about this!

Edit: I've done a quest for the church to improve my skills with Spanish Colonies but i still can't talk to the leader in Cuba for a quest.

Edit: I've done a quest for the church to improve my skills with Spanish Colonies but i still can't talk to the leader in Cuba for a quest.

Letter of marque, two ways to get it.

1)Buy it from a diplomat, sometimes he has one to sell, sometimes he doesn't. You just gotta keep trying and have a deep pocket.

2)Do quests for governors of the nation you want to serve, do enough missions and they will give you a letter of marque for your service.

You will not be able to start a national quest line if you've already begun the pirate quest.

Another question sorry, I'm in the second Spanish quest with the church and i know how to get the two brothers but the one that is on a pirate lugger, It seems when ever i sail with using the map a log book update says that The lugger has escaped, this could be a problem for me. Is that an error? I mean he said the lugger is at Fort Orange, and if i sail any where that log book updates
