Need Help COAS quest line problem

i dont know what i should do now,
because i dived one time in to the water, and than i go to the store, sell goods, and i pay 30k to dive one more time, but when i dress suit and when i go to the platform, i cant open ( i cant go to the water).
Because location is closed

what i should do now ?

Remember diving is only possible only between 10.00 and 17.00. - so wait a day then go back

Also talk to the Mechanic Vedeker - sometimes he says he needs to make the suit ready again & you have to come back the next day.
