Solved Cant smuggle with smugglers

Ok just to be clear, i cant smuggle with smugglers, not snuggle with them, if you read that wrong HAHA!!!! Anyway, i talk to them and they say how can i help you blah blah blah. Nathaniel then says "You cant goodbye". Everytime i try to talk to them, i cant. Im trying to smuggle for the jamaica governor but there just not letting me smuggle . How do i fix this?? Thanks!!

UPDATE: I finally found one in a random country and he told me that I had been banned from the smugglers guild. I paid him a ban fee then returned to him and he let me smuggle! Very strange but fixed

Everytime i try to talk to them, i cant.

I thought normally that's the dialog you get if you have zero contraband in your fleet.
