    You're right, the sea is pretty flat. POTC is much better on this aspect. About the vegetation, I watched another video, the grass doesn't sway in the wind. So, two points to the advantage of POTC.

    Yes, the graphics of POTC for a 2003 game are very good. But, Far Cry released a few months later is another level for the graphics :) Storm 2.8 is CoaS right? I think the water is still better in Far Cry.
