Attacking spanish cities

I sail for the english. I like to attack spanish city's. My questions are: Why cant i appoint an english govenor when i win. I can do this only occasionally. Is it beacause i have to beat the whole spanish defence rather than just reach the city gates??
Question 2: When i cant appoint an english noble, i go back and back and attack the city until i can. And then when i visit the govenor i get "told off" because i have attcked that city!! But it was spanish before he was appointed!! So why am i getting "told off"??
It's hurting my career mates. Arrghhh!!!1

Regarding Question # 1, I think that generally you have to outnumber the garrrison by at least 100 men, not certain if that is before or after the battle or both, to get the option to appoint an English governour. I know have gotten the option to appoint a governor without having destroyed the entire enemy force, so I don't think that's necessarily affecting your outcome.

I have not seen # 2 happen, so I'm not sure why you're getting that message. <img src="http://www.piratesahoy.com/forum/style_emoticons/<#EMO_DIR#>/dunno.gif" style="vertical-align:middle" emoid=":shrug" border="0" alt="dunno.gif" /> Maybe someone else will be along who has had to deal with that. Last I checked, you need to outnumber the defenders to even have a chance to change the Governor.

Have you checked . . . is Spain at "Peace" with England?
If so, they will be angry if you attack the other's cities/shipping.
 
OK...thanx.....Yes, i discovered that the english where suddenly at peace with spain. It obviously changes from time to time. Peace and quiet is no good:( ...Arrggghh
 
What actions can you take to break up a truce between countries that you want fighting each other?

I have gotten escort missions from Governors, and the mayors of the smaller settlements, to deliver an ultimatum from one power to another that resulted in a war between the two countries. It never seemed to have been prompted by anything in particular, it just became available.

I don't remember ever seeing a specific ship carrying a peace treaty between one power to another, but if you see one you could sink it. You could also make sure that if you're asked to escort a ship with a peace treaty to a country you'd rather stay at war with, that it doesn't make it. <img src="http://www.piratesahoy.com/forum/style_emoticons/<#EMO_DIR#>/whistling.gif" style="vertical-align:middle" emoid=":wp" border="0" alt="whistling.gif" />

If peace is going on too long there are still the missions that you can get from the various mayors of the small settlements to keep you occupied and advancing your career, or catch a few of the "wanted" men hanging about the Caribbean.

Those are a couple off the top of my head, are there others?
 
The city has to have less than a hundred men for you to be able to assign a new gov. Not before the battle, but after it, though.

So, you can attack a town with 150 defenders and be able to convert it, because you rendered the number of defenders below 100 in the battle.

That's how it seems to me, at least.
