To buy contraband, you need to find a place where it ISN'T Contraband, or you need the "Trustworthy Lad" ability.
If someone says that certain items are really cheap but they're contraband, that someone is lying. Contraband is never cheap, as it has to be smuggled in and the sailor and buyers both need to avoid the Coastguard - more on that later.
Find, on the trade map, someplace where they are exporting the item that is classified as contraband on your current island. Sail there (preferably one quite close), buy the item for cheap (As they're exporting it), sail back to the first island and visit the tavern. Talk to everyone who isn't an officer or asking to play dice/buy them a drink. One of them will have the option to tell them "I have things to sell." They'll either say cool, and tell you a location, or tell you to visit a store. Nomatter, you just keep talking to them and say that no store will touch your goods. Then they'll give you a location.
Sail there, and talk to one of the men on the shore. They'll suggest how much they'll pay, etc etc.
WARNING : Once the deal is finished, the coastguard may appear. Depending on which island, they might not appear instantly as they have a long way to run. However, if the random calculation that decides if they appear deigns that they DO discover you, then jumping into your boat before they get there will not help you : They'll have ships waiting for you. Smuggling is a risky business, but as you've probably discovered (if you get this far), it's very lucrative. Very, very lucrative, beaten only by raiding costal forts.
