Need Help Cannot find Clauss

I'm was doing the Nigel Blythe quest. Crewman told me Clauss was working on Pirate Settlement store, however when I went there to ask, he wasn't there? HELP?

Could it be that you got there too late and he went to bed for the night?
You could try waiting until next afternoon and see if he shows up then.

I think @Grey Roger mentioned that was an issue at some point.

Nope, didn't work. Was supposed to ask store owner about him but there was no dialogue whatsoever
