Can't Access Cayman Kai

Can someone help me? I'm not sure if this is a bug, or if I've done something wrong. I took on the treasure hunting quest and it sent me to the Cayman Islands. I'm to land at Cayman Kai and then go to the jungle. The problem is, the entrance to thet jungle once I land is "locked". How is the path locked?!

Is this a bug or do I need to do something first? I can't access the cave in the jungle by going through the city.

Are you using Build 13.0? I recall this was a known bug in Build 13.0 that was later found and fixed by CouchcaptainCharles. I recommend you go to my site and get Build 13 Update 2 and install that. This should, among others, fix this particular bug. A new game is required though.
