Let me first warn you that I am no computer genius, for instance, I'm not certain what "Safe Mode" is, or how I would access it on my computer.
That being said, I had the same problem, and got the same message that you did when I was trying to uninstall POTC, and this was how I got it fixed. (By accident, as usual <img src="http://www.piratesahoy.com/forum/style_emoticons/<#EMO_DIR#>/mybad.gif" style="vertical-align:middle" emoid="

On the POTC start shortcut on my desktop, I did a right click with the mouse, and I got the message that deleting the shortcut would not delete the game, and if I wanted to uninstall the game I should click on the Add/Remove Program link the message provided. I did click on the link and it brought up the Add/Remove Program feature. (I hope this isn't what you mean when you refer to Safe Mode, or I will feel very stupid indeed.) I scrolled down the list of programs and clicked on Pirates of the Caribbean and it successfully uninstalled my game, without deleting the save games that I was anxious not to lose.
After that, I was able to reinstall the game, reinstall Build 11, install the updates and my game is working as well, or better than it ever did.
Also, I have a Windows XP Home system, if that information is helpful.
