City capturing help - whats after?

Again i find myself in a pickle .. i captured Port La Vega on orders of the spanish governer general .. talked to the guy and finished the quest and i didnt turn the city over to him .. i talked to an officer of mine and assigned him to be deputy but every time i go to the city its empty .. is that how its supposed to be ?
i heard you can collect taxes and stuff but as i said the city's completely empty .. noone in the tavern or the store or the residence so some help will be greatly appreciated

Now, I believe that La Vega is destroyed and stop. The possibility of putting a governor (yours or Spanish) is useless and false. You can only give the city the Governor General of Spain, for the benefit of reputation, but the city whatever will not resume life.
Indeed, in other quest-lines, the true mission to capture the city is among the last, not in 4th. Also in the quest-line Spanish, will be the 12th mission.
And in all quest-lines (also spanish) you get to the end the skill for to govern the city for themselves or for their nation. (in the quest-line pirate, only for themselves, after the sacking of Panama).

You're saying that you'd have to finish a nation's quest-line before you can actually capture a city for yourself?
I was just about to make a topic asking about that, since I just plundered Tortuga from the French and I couldn't take it for myself (nor could I give it to any other nation).

I do remember that when I played COAS for the first time, there was something about cities, governing and whatnot.
Can somebody tell me a little about that?

Yes. At the end of quest-lines.
After the quest-lines national, If you capture a city talk with the governor defeated and choose whether to hold the city for you (naming vice-governor a your official "fighter", talking to him) or declare that the city will have new national flag (not is necessary vice-governor).
If you hold the city for youself, is appropriate to use a "diplomat" (in Puerto Pricipe, or La Vega, Bermuda, Le François) and pay to prevent the defeated nation try to recapture. The payment is very high: 2.500.000 - 4.500.000; also, for each capture for youself, loses two levels of honour.
Usually I hold only one city for me, and I leave the others with the flag for my nation.
If you hold the city for youself, then you can go from your governor general and give him the city (recoveries reputation and avoid problems).
