well... i have 490 or so, but now its getting harder and harder to get the towns attacked... my stratagy is to sail to 3 different cities, and harrass the governer every day till this attack happens. then i move on to the next city... but this is taking waaaaay too long... is there a better, or faster way? maybe there is a certain amount of days between each attack? and i can spend the rest of the time at sea, shootin down ships in the mean time?

The town can be attacked only once for a while (probably once per month) so no need to stay there and wait for more then 1 attack. Better go to the next town. The attacks always happen from 10 till 19 (incl) each month and only on non-pirate towns. So go somewhere the towns are close to each other and try to get to as much towns as possible for those 10 days. For 2 months you will have more then enough pearls. But if you short of money you may proceed and collect as much pearls as you want and sell what is not needed for the quest.
