deal with the smugglers (governer quest)

so, i ticked off the smugglers because the governer told me to kill them... 2x now. this also happened to me in my last game. the problem is, the governer sees fit to still charge me with these missions. is there a way not to tick them off? or is there another way to find them other than saying "i have goods" so that way i can keep completing these quests. all in all, the loss of the ability to smuggle is no sweat off my back, i prefer not to do it anyway.

This is the only way; but you can pay later to the diplomats in the pirate settlements to fix your relations with the smugglers (I personally never did it - just read about it).
