finding enemy spy cant complete

hi guys ive been asked by the governor to locate a spy in town
ive already done this quest in a different port before but this time
the extra dialogue isnt poping up when you talk to the locals?
ive talked to everyone and just end up failing the quest
Then when i ask the governer for a new quest its this one again!!
which i cant complete!!
any help appreciated

If you don't get the spy dialog option that means the spy is in one of the houses. Talk to people in houses and the spy will reveal himself to you.
