I am on the French Governor-General quest called "Breaking Rock" where I have to rescue Rock the Brazillian from Havana... I have gotten to Havana but where do I go from there/ Who do I talk to?

Is an error in the text. The city is Santiago.
You go to a door under the stairs of the church.
 
Hmm...I'll have to see if error is present in CoAS CMv3, if it is I'll fix it in the future patch.

IMHO, is best done before the patches of the game vanilla, and after having fun with the mods ... :shrug
But is only my modest opinion: I am not able to work on programs.
 
Luke159 was working on some fixes for vanilla which didn't require any mods, you can find a few in the mini-mods section of the mod forum but working on patch one for CMv3 has taken up most of his time so I don't think he's been able to release anything new lately.
