[HELP] Pirate Nation: Where's Oliver Trust?

I have already mentioned in another post.
By the beginning of the quest of beggars, in the vanilla game the first encounter with Oliver Trust is always in chief town of nation original of character (Tortuga, Port Royal, L'Havana, Willemstadt); in game vanilla, do not exist the pirate Nation.
In the mod GoF 1.1, if, creating the profile, you choose pirate nation, where's Oliver Trust?
I've seen, not in Tortuga and not in Bermuda ( ).
Is it random?
Or non exist, and the quest of beggars can not?

This problem is specific to the mod (GoF or others...), not in vanilla.
