How can I conquer a City?

Hello everyone

I´m trying to conquer a city but i can only rob them (i tried to get :Belize,Totuga,Cartagena, Havanna (habana?), and San Juan)

My Rank is Comander; the one after privateer or Corsair?(i´m sorry i´ve got the german version)
And i´ve got a free officer and more than 500 men piratesahoy! Soleil Royal, 2x Man of War)

P.S. the Govenor (of the destroyed city) always says that a fleet is comming to the town
Please can someone help me??????

I have read on multiple threads that you need to finish a national questline or something to get it to work

I know how you can conquer a city (you have to be a commodore (Komodore?!)

but how i can lead the city i can do nothing with this city (Marigo)
