I need help!

Hallo people!
I've got a problem with AoP.
I have 5 tactic-points, but I can't take me a second ship for my "Armada".
I also have many officers on my ship.
So ... what did I do wrong?
Did I forget anything?
Please help me with this problem!!!

If you board a ship or take a colony,

"when you se a paddlock on screen" hit F2 and remove one of your Officers to assign him for a ship or to be Govenor

you cant assign someone who is on duty!

If that dont work you have to little crew for the ship....
