some people have had some vague ideas about what flags should or shouldn't do, but `no-one`'s come up with anything solid. currently you're only allowed to fly colours of nations you're at war with, or a pirate flags.
here's my idea: maybe you should start off with neutral colours (which i implemented maaaany builds ago, but i didn't get around to making them available <img src="http://www.piratesahoy.com/forum/style_emoticons/<#EMO_DIR#>/happy.gif" style="vertical-align:middle" emoid="^_^" border="0" alt="happy.gif" /> ). and then if you want to fly a specific nation's colours you have to ask the governor, and then your relations with other nations would change according to what nation you have aligned yourself with. and perhaps there would be a reputation drop for dropping one set of colours and raising another. if you go further and ask for a letter of marque, it should be impossible to officially change colours until you have left the service of that governor.

currently, changing colours makes no difference whatsoever, though i assume nathan had something in mind when he put `colour-changing` in (the international affairs screen is my creation, but i just put changing colours in there to continue nathan's idea). even raising pirate colours has no effect. you are only allowed to raise the colours of friendly nations (though you can raise pirate colours at any time).
