well, airships like this are always pretty wierd. i've raised the two curved sections of the bridge deck a little and added steps towards the now elevated area in the meantime. actually looks kinda good.

You need some gunnels and cannons on the lower deck.

i could place a few swivel guns on the bridge deck, but i think i'll add guns on the gondola, if that's the lower deck you mean. the wrap-round deck on the front is what i call the foredeck. the two 'ramparts' on the bridge deck could be used as heavy turret mounts, i think. the idea of the side sails was them being one of the main drive-forces, along with the steam engine, but the four topmost sails could indeed be used as steerage to some extent. however... now that you mention it, they could very well be used for steering by setting and furling them. i should add some way to access them too or a system of ropes to bring the outriggers up against the balloon in that case.

EDIT: more or less, yes. i looked a lot at drawings of such things.

i think i've seen that one. not really my style, but the propshafts could be good examples for other work, or i could use them horizontally and shortened down for the airship. i usually make things that could possibly exist and look like they where meant to be in the element they where originally designed for. in their most outrageous form, of course. however, building on the picture you gave me, i think i could make some armoured battle-balloon with winged oars, like a sturdy patrol vessel or smuggler craft with a ship's hull.

ooh: i think i'll be hanging an anchor or big grapple from the bowsprit like on the old galleons on my current work. should look interesting.
