no more mssions from governor (combined mod v3)

Since I play with combined mod v3 there are no more (or very few) missions form the governor. If I ask the governor for a mission, he tells me to come back tomorrow.
The next day he tells me the same and so on. Is there something new with this mod?

It's harder to get missions from him because there are a lot more captains stranded in ports now.
