I just found that:

It seems everyone who preoders Pirates gets a free pergament map. It doesn`t say that it`s only for Collector Edition orders so i assume it`s also for the normal edition.

hm translator tells me that it means parchment or vellum.

Well it says so on the german Atari site... parchment...

Yes it is paper but its an old type of paper.... they used it in the 17th century.
 
Guess thats why we won't see a map in the US version, Pergament went out of business here in the Northeast years ago.

Maybe they'll offer us a Home Depot map instead.
