pirate tailor missing

for some reason, it seems that the pirate tailor on nevis has been removed. why? he used to have the best outfits. i checked to see if he'd been moved to any of the previously vacant buildings in town, but no luck.
 
how very odd. he was completely unfindable, and certainly not in his normal place. could someone check this?
 
Started a new game with Patch 4, Standard Storyline, Pirate nationality, and went straight to the Nevis pirate settlement.
Tailor was at his normal spot next to the gate. :shrug
 
what the hell. i'll try visiting again. if it's any difference, i picked nigel to go with me that time, though i really don't see how it would matter.

i did notice, however, what might have caused a severe swordfighting bug i reported quite a while back. artois would cause the player to cower when artois would be severely injured: the cutscene in nevis uses a special event which narrows the screen. i think that's what's causing trouble later on. nigel doesn't seem to cause the issue.
 
I just ran into this also. Started a new game a bit ago and just got around to getting Artois Voisey. It took 3 tries to get him because I kept getting stuck, only able to slide left and right. When I finally got him and turned to leave I noticed the tailor was missing.

Also, the windmill at Philipsburg was there the first time I visited there, but has been missing on every subsequent visit. This was a patch 3 install that had been sitting dormant for a while that I recently upgraded to patch4.
 
so i wasn't just seeing things. the tailor returned on later visits though. this bug might have been introduced in either patch 3 or 4, since i never used 3.

maybe the presence of artois and nigel tipped the total amount of NPC's over the maximum limit? if such a thing excists, that is.
 
There is a maximum number of NPCs, but the tailor will be generated anyway since he's in the init files.
If any characters would be missing, it'd be the random characters.
 
even so, this game has not really been known to follow along the lines of common sense. but i suppose it's something else.
