That just means the fort has way more soldiers compared to your ship. <img src="style_emoticons/<#EMO_DIR#>/sad.gif" style="vertical-align:middle" emoid="

If you had a big heavy ship full of men or two, you would have several compadres on that battle screen backing you up. A kinda cheap way of getting an influx of soldiers is after you take out the fort, rather than hitting F3 to land troops, you should sneak into the town. Beeline to the tavern without talking to anybody, or you might get attacked. Talk to the tavern keeper and hire crew as normal, then head back to the port on reboard your ship. Now you can land your troops stronger than ever.
If you are attacking a large fort, and you only have a sloop or lugger or something.. well I don't even think its possible to sack the township.

I'm having a similar problem even with a full frigate and a level 1 fort (destroyed in two cannon-volleys, no less). I land troops and have maybe five people with me, as opposed to hordes of insanely tough Frenchmen.
