I'm the one that made those textures and yes, some people have had this problem. I thought it had been solved, but I guess not. FORTUNATELY, the extra textures are not strictly necessary to play the game, they just add some atmospheric changes - in PotC, the framed maps on the walls in shipyards and townhalls are reversed, so I fixed them - and then also I had made up a new map of the PotC archipelago and I used that to replace the reversed map of the REAL Caribbean...
So there ya have it... You don't really need them to play the game, they're just atmosphere...
I don't know what kind of internet connection you have but perhaps if you try downloading from a faster connection?
