Raise Amount Of Sailors In Tavern?

Can anybody tell me please how it is possible in GOF 2.0 Mod to increase/raise the amount of sailors, canoners and soldiers in any tavern on any island? Because it happens quite often that another hero character took them for themselves away and there are 0 remaining! Now I would like to see for example 3000, 4000 or 5000 of them in a tavern. Is there Mod or Cheat Code available to doing this?
