Hi, is there a way to remove perks from the game ? Or at least change them somehow ? Is it possible or is it hardcoded ?

Ummmm dont pick any perks maybe
and what about enemy ? heh ... i just want to get rid of the few overpowered ones because they are game breaker imo. Now i remembered that in that russian mod they changed turning rate in one perk from 8x to 4x so it's possible.
So if anyone know anything on this subject plz reply. -
